About this opportunity
The City of Salem, Massachusetts is requesting bids for on-call electrical repair and maintenance services across municipal buildings, schools, garages, and water and sewer pump stations, with bids due August 6, 2026 at 11:00 a.m. This is a prevailing-wage public works project under Massachusetts Department of Labor Standards, with mandatory wage rates effective July 6, 2026 for all construction classifications and trades.
Scope includes routine and emergency electrical maintenance — wiring, conduits, fixtures, fire and security control panel maintenance, and related installations. The City requires non-emergency service calls to be answered within three hours with on-site response within 24 hours; emergency calls must be answered within one hour with on-site response within three hours. Work is categorized by normal business hours (Monday–Friday, 7:00 a.m. to 5:00 p.m.) and after-hours/weekend/holiday periods, with separate hourly labor rates for each.
The estimated contract value is approximately $100,000 over the one-year initial term (September 1, 2026 through August 31, 2027), though this amount is not guaranteed. The City reserves the right to award multiple contracts to the lowest responsive and responsible bidders and may utilize other contractors for jobs below the bidding threshold or bid separately for larger jobs. The contract may be renewed for up to two additional one-year increments at the City's discretion. Projects with labor estimated above $50,000 are bid separately; those between $25,000 and $50,000 require a 50 percent payment bond.
Minimum qualifications include a Massachusetts electrical license, at least five years of electrical-industry experience, and ability to meet specified response times. Bidders must submit hourly labor rates for normal and after-hours work, a materials markup on estimated costs of $5,000, a 5 percent bid deposit, three professional references, and certifications addressing non-collusion, tax compliance, prevailing wage compliance, debarment status, and OSHA training. Contractors must carry comprehensive general liability insurance of at least $500,000 per person and $1,000,000 aggregate, automobile liability insurance, and workers' compensation insurance as required by Massachusetts law. Weekly payroll records must be submitted three business days after each work week close.
