About this opportunity
The California Department of Veterans Affairs is requesting bids for unarmed security guard services at the Veterans Home of California in Lancaster under IFB 26LS0004, with bids due July 3, 2026 at 5:00 p.m. and a mandatory walkthrough scheduled for June 19, 2026 at 10:00 a.m.
The scope is 24-hour, seven-day-per-week security coverage with a minimum of two security guards per eight-hour shift unless otherwise approved by the Contract Manager. The contractor must provide all labor, supervision, wages, employee benefits, payroll taxes, uniforms, equipment, Live Scan clearances, and training. Security guards must hold a high school diploma or GED, pass pre-employment drug screening and Live Scan FBI/DOJ clearance, test negative for tuberculosis, and demonstrate physical capability for moderate to arduous exertion with adequate vision and hearing. The contractor must respond to coverage requests within two hours and replace unfit guards within two hours of notification. All security guards must maintain current Live Scan certification and valid California driver's license or identification card while on duty and comply with strict conduct standards including prohibition of firearms and sleeping on duty.
The estimated contract value is $1.85 million based on approximately 25,000 hours of service over the three-year term beginning July 1, 2026 and ending June 30, 2029. Bidders must submit fully burdened hourly rates on the mandatory Rate Sheet (Exhibit B-1); rates remain firm for the contract term unless formally amended. Compensation must comply with California Government Code Section 19134, requiring rates set at 85 percent of the State's wage and benefit costs for similar positions. The contractor must maintain commercial general liability insurance with minimum combined single limits of $1 million per occurrence and workers' compensation insurance for all employees.
A Disabled Veteran Business Enterprise (DVBE) incentive applies to bids proposing DVBE participation, ranging from 1% to 5% depending on confirmed participation level, provided this does not displace a California Certified Small Business. A five percent preference is also available to certified Small/Micro Business Enterprises or non-small businesses claiming at least 25% Small/Micro business subcontractor participation, with preference adjustments not exceeding $50,000. Award will be made to the lowest responsible bidder. Written questions are due June 25, 2026 at 5:00 p.m., with responses posted by June 29, 2026 at 5:00 p.m. Public bid opening occurs July 6, 2026 at 8:00 a.m.; Notice of Intent to Award will be posted July 8, 2026.
