About this opportunity
Stafford County Central Procurement Division, on behalf of the Rappahannock Regional Solid Waste Management Board (R-Board), is requesting proposals for professional engineering services across three categories—Operating Consulting, Environmental Monitoring, and Capital Construction—on an as-needed, per-project basis, with proposals due August 21, 2026 and questions due July 31, 2026.
Offerors must hold valid Virginia Department of Professional and Occupational Regulation registration and must address all three service categories in their proposals to be eligible for award. Services will support landfill operations and regulatory compliance at the Eskimo Hill Sanitary Landfill (489 Eskimo Hill Road, Stafford, Virginia). The R-Board anticipates awarding contracts to one to three qualified environmental engineering firms based on proposal strength, ability and method to perform, experience and references, and staffing qualifications, with presentations and negotiations following initial evaluation. The County reserves the right to issue task orders to multiple firms based on qualifications, expertise, workload, capabilities, and project-specific factors, with no guarantee of work volume provided to any selected firm.
The contract term is one year with three optional one-year renewal periods. The aggregate fee ceiling for all projects during the contract term is $10 million, with individual project fees capped at $2.5 million. Compensation will be determined through a Memorandum of Negotiations documenting negotiated hourly labor rates for each service category; task order fees will be established on a lump-sum basis using these rates. Price increases may be negotiated only at contract renewal and shall not exceed three percent. Federal funding is not anticipated at this time; however, if federal grants or ARPA funds become available, additional federal terms and conditions would apply. Proposals must be submitted electronically via the eVA system with a 60MB file size limit. No pre-proposal conference is planned.
