About this opportunity

Northern Virginia Community College (NVCC) is requesting sealed bids for an interior renovation creating a new Medical Education Lab on the second floor of the Learning Commons Building at its Loudoun Campus in Sterling, Virginia, with bids due September 28, 2026 at 2:00 p.m. and a pre-bid conference scheduled for September 11, 2026 at 10:00 a.m. in LC Building Room 235.

The scope encompasses renovation of approximately 2,805 square feet of existing library shelving space, including new partitions, casework, flooring, ceiling modifications, mechanical, electrical, plumbing, fire alarm, and fire protection work. The project is classified as a Level 2 Alteration under the 2021 Virginia Existing Building Code affecting a total renovated area of 3,175 square feet. Scope compliance requires adherence to the 2021 Virginia Construction Code, Virginia Mechanical Code, Virginia Plumbing Code, 2021 NFPA codes, and ADA accessibility standards. Key vendor requirements specify Simplex (JCI/Johnson Controls) for fire alarm system modifications and Siemens for mechanical controls. NVCC will furnish all building and trade permits and owner-supplied equipment and signage; the contractor is responsible for installation and coordination.

Prevailing wage rates apply to all work. Specific rates established by the Virginia Department of Labor and Industry include electricians at $59.50/hour, pipefitters at $55.00/hour, plumbers at $53.30/hour, and sheet metal workers at $53.42/hour. Bidders must hold appropriate Virginia contractor licensing (Class A for contracts $120,000 or more, or Class B for $10,000 to $120,000) and register as vendors in eVA. Bids exceeding $500,000 require Commonwealth of Virginia Standard Bid Bond (Form CO-10.2); all bids require Standard Performance Bond (CO-10) and Standard Labor and Material Payment Bond (CO-10.1). Bidders must submit a Small Business Procurement Plan identifying proposed small business participation percentage.

The contract is awarded on lump-sum basis to the lowest responsive and responsible bidder. Substantial Completion is required within 90 consecutive calendar days from Notice to Proceed, with Final Completion within 30 days thereafter. One Additive Bid Item offers metal laboratory casework and stainless steel countertop in lieu of the base bid's plastic laminate casework. Addendum #1, issued September 18, 2026, addresses 35 pre-bid RFIs and requires signed acknowledgment prior to bid due date or attached to submitted bids.
