About this opportunity
Hanover County, Virginia is requesting sealed bids on roof recovery and replacement at the Pamunkey Regional Jail under IFB 26-99-3343SH, with bids due August 17, 2026 at 2:00 p.m. and a mandatory pre-bid conference and site visit on July 15, 2026 at 10:00 a.m. at the facility. Bidders must hold Virginia Class A Contractor licensure and demonstrate three similar projects completed within the last ten years — the primary eligibility filter.
The scope covers recovery of the existing roof system across approximately 96,000 square feet in designated Areas A through T, including removal and replacement of wet insulation, existing expansion joints, flashings, metal edges, and trim; repair of the existing membrane base system; and installation of a new fleece-back TPO membrane directly adhered to the existing base in a splatter-pattern adhesive application. Work is sequenced in two phases: Phase A (Submittals, estimated 45 calendar days) and Phase B (Roofs A–T, estimated 194 calendar days). The building remains occupied throughout construction, requiring the contractor to maintain watertight conditions daily and phase work to avoid leaving roof area open and unfinished overnight. The project includes two additive alternate bids for skylight removal and exhaust vent modifications. Work must comply with the 2021 Virginia Uniform Statewide Building Code and applicable state and local codes, OSHA requirements, and detailed flashing and safety specifications.
The bid includes a base bid (Part A), lump-sum allowances totaling $35,000 (Part B), and quantity allowances with unit prices (Part C). A 5% bid bond or guarantee is required. Successful bidders must provide 100% Performance and Labor and Material Payment Bonds within 15 days of Notice of Award. Liquidated damages are $300 per calendar day for delays beyond Substantial Completion (164 calendar days) and Final Completion (194 calendar days) from Notice to Proceed. Questions are due August 7, 2026. Bidders must register with eVA eProcurement and as plan holders with Architect Brian Wolf at bwolf@rrmm.com.
