About this opportunity

The City of Danville, Virginia Department of Utilities is requesting proposals for wastewater sludge removal, dewatering, transportation, and land application services under RFP 26-27-018, with sealed proposals due October 15, 2026 at 4:00 PM and a pre-proposal meeting scheduled for September 22, 2026. Award will be made on a best-value basis.

The scope is comprehensive turnkey services at the Northside Wastewater Treatment Plant (20 million gallons per day) and Southside storage and processing facility (two 7.5-million-gallon basins), covering mobilization, material characterization, temporary or mobile dewatering equipment operation, removal and loading, transportation, beneficial use or disposal, site restoration, and detailed record-keeping and reporting. The facility generates approximately 412 dry metric tons of sludge annually. Offerors must document at least three comparable municipal wastewater sludge or biosolids projects completed within the last five years and provide three to five client references using the City's form; evidence of financial capacity and insurability is required.

The contract term is one year with four optional one-year renewals, for a maximum of five years. Pricing must be submitted using unit prices and lump-sum charges across all five contract years with a five-year evaluated cost summary; all unit prices must include labor, equipment, maintenance, mobilization, demobilization, fuel, permits, testing, chemicals, overhead, profit, and subcontractor costs unless specifically identified as separate pay items. The City does not guarantee minimum or maximum quantities and reserves the right to increase, decrease, defer, or eliminate estimated quantities. A 5 percent bid bond and 100 percent performance and payment bonds are required; proposals must remain binding for 90 days from opening.

Evaluation criteria are weighted as technical approach and performance plan (25 percent), cost and five-year value (25 percent), relevant experience and past performance (15 percent), staffing, equipment, capacity, and response capability (15 percent), safety and environmental compliance (10 percent), and references (10 percent). Written questions are due October 1, 2026 at 5:00 PM. The successful contractor must execute bonds within ten consecutive calendar days and commence work no later than five consecutive calendar days after receiving Notice to Proceed.
