About this opportunity

The State of California Department of General Services, Office of Fleet and Asset Management is requesting bids for preventive maintenance and repair services to parking lot access equipment across 17 facilities in Northern California (Sacramento, Fresno, Oakland, and San Francisco), with bids due September 23, 2026 at 2:00 p.m. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies, with incentives available for participation exceeding 3% (up to 5% price incentive for 7% or greater participation). Small business preferences of 5% are available for certified California small businesses, and a non-small business subcontractor preference applies for commitments of 25% or greater small business participation.

The scope covers semi-annual preventive maintenance (inspections, testing, adjustments, lubrication, and cleaning of gates, motors, chains, tracks, rollers, and sensors) and on-demand repair services with varying response times for normal business hours, outside normal business hours, and emergency situations. Services apply to roll-up grille gates, sliding gates, and related components.

Bidders must hold a valid California Contractors State License Board license (General Engineering Contractor, General Building Contractor, Doors/Gates/Activating Devices D-28, or Limited Specialty C-61), current general liability and commercial automobile insurance, and worker's compensation coverage. Three or more references for similar work within the past five years are required. All bidders and subcontractors must register with the Department of Industrial Relations if required by law. The contract is subject to prevailing wage requirements at February 2026 rates.

The anticipated contract term is two years with an option for one additional one-year extension at contracted rates. Evaluation will be based on a detailed cost sheet covering semi-annual preventive maintenance rates per facility, repair service rates for multiple scenarios, parts allowances, and miscellaneous charges, with preferences and incentives applied to the total bid amount. Non-mandatory walk-throughs are scheduled for September 1–3, 2026. Questions are due by September 9, 2026. Bid opening is scheduled for September 24, 2026 at 1:30 p.m.
