About this opportunity

The City of Griffin, Georgia, in Spalding County, is issuing a Request for Qualifications and Proposals (RFQ/P) for engineering services related to federally assisted projects. The procurement seeks qualified engineering firms to provide preliminary engineering reports (PER), design services, and construction administration for projects utilizing federal funding mechanisms including Community Development Block Grants (CDBG), Employment Incentive Program (EIP) Projects, Georgia Environmental Facilities Authority (GEFA) Projects, and Economic Development Administration (EDA) Projects. The immediate project involves water, sewer, and drainage improvements under a CDBG grant, with a draft preliminary engineering report due no later than December 31, 2025, if the City pursues a 2026 CDBG. Responding firms must demonstrate a strong record of successfully assisting local governments with federally assisted projects and must submit comprehensive documentation including company history and resources, federal funds engineering experience with HUD and similar agencies, key personnel qualifications, current workload assessment, scope and level of service proposed, experience with comparable projects and references, fee percentages for preliminary engineering reports and construction administration services, and evidence of errors and omissions insurance. A completed Engineering Statement of Qualifications Form is required from all respondents. Proposals are due by 2:00 PM on June 30, 2025, and should be directed to Michelle Haynes, Planning & Development Director, at the City of Griffin offices. The contract is anticipated to be awarded within one year from the May 30, 2025 notice date, and selected firms will be considered on a project-by-project basis for additional opportunities during a 24-month period from the notice date.

Section 3 compliance under the Housing and Urban Development Act of 1968 applies to this procurement, as it involves HUD-funded projects exceeding $200,000 in CDBG funds. Responding firms must complete Section 3 Self-Certification and Action Plan forms, Previous Section 3 Compliance Certifications, and Assurance of Compliance Certifications if claiming Section 3 Business Concern status, demonstrating that they meet one of three qualification criteria: ownership by low or very-low-income persons (51% or more), employment of Section 3 workers for 75% or more of labor hours over the prior six months, or ownership by current public housing or Section 8-assisted housing residents (51% or more). Section 3 business concerns are eligible for preference in contract awards when price and all other evaluation factors are equal with competing bids. The City of Griffin complies with applicable civil rights laws including Title VI of the Civil Rights Act of 1964, the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act of 1990. Contractors must maintain detailed records of all employment and contracting activities for a minimum of three years after contract closeout and provide payroll documentation clearly identifying Section 3 workers. The specific award value or budget range for this procurement is not disclosed in the available documentation.
