About this opportunity
The City of Seattle, through its Department of Transportation (SDOT), is seeking a consultant to provide staff augmentation for two dedicated positions: a software developer and a quality assurance tester specializing in Accela Automation and related systems. The procurement, identified as solicitation 25-001QP, requires consultants to propose staff with expert knowledge of Accela's platform, including record type configuration, Event Manager and Script Engine (EMSE) scripting, Accela Citizen Access (ACA), Accela Mobile, SQL Server Reporting Services reports, and Construct API. Proposed staff must have at least five years of experience with Accela Automation, three years working with municipal transportation department implementations, and demonstrated proficiency in creating complex SQL reports. The evaluation will be based on staff qualifications, organizational capacity, work approach, pricing, and inclusion plan, with a total possible score of 100 points and potential additional interview points. The solicitation was released on June 16, 2025, with proposal responses due by July 16, 2025, interviews scheduled for the week of September 1, and an anticipated contract execution in December 2025.
The contract emphasizes Women and Minority Business Enterprise (WMBE) inclusion, requiring consultants to develop strategies for integrating WMBE firms into the project team. Consultants must demonstrate good faith efforts in supporting and developing WMBE firm capabilities, with potential consideration in future contract awards based on their performance. The contract includes comprehensive insurance requirements, mandating coverage such as Commercial General Liability ($1,000,000 per occurrence), Technology Errors & Omission Insurance, and Cyber Liability Insurance. The anticipated contract will run for five years with an initial contract amount between $3,000,000 and $3,500,000, supporting Accela's use across multiple city departments including SDOT, Seattle Public Utilities, Seattle Department of Construction & Inspections, and Financial Administrative Services. The work environment is primarily virtual, with occasional in-person meetings, and requires integration with existing systems like ESRI ArcGIS, state licensing systems, and Blue Beam. SDOT specifically uses three Accela modules, including two custom modules for Street Use and Traffic divisions and a standard Enforcement module.
