About this opportunity
The Philadelphia Housing Authority is requesting qualifications from development partners to lead the acquisition, design, financing, construction, and management of a multifamily residential building on a 226 W Chelton Avenue parcel in Philadelphia, with proposals due October 30, 2026. The PHA acquired the site in 2026; it currently operates as an unused parking lot adjoining the Burgess Center. Prior development planning by the previous owner commenced in 2020 but was not completed. The selected developer will direct all aspects of the development initiative and is required to collaborate closely with the PHA and community stakeholders throughout execution.
Developers may build upon the progress-set drawings already prepared for the site or propose an independent design approach. The scope encompasses site acquisition completion, architectural and engineering design, project financing, construction delivery, and ongoing asset management. No specific unit count, affordability requirements, density targets, or architectural parameters are stated in the solicitation notice.
This is a Request for Qualifications, signaling a two-stage process in which the PHA will evaluate developer experience, financial capacity, and vision during this phase before issuing a development agreement to a selected partner. No estimated development budget, timeline to construction start, or long-term management expectations are specified in the current notice.
