About this opportunity
The City of San Antonio Department of Public Works is requesting bids on a 2027 Task Order Contract for Flatwork Street Improvements Package 3, with proposals due September 18, 2026. The contract covers construction throughout San Antonio and carries a ten-month (300 calendar day) duration following acceptance of the first task order, with individual task orders issued as separate work assignments and negotiated timelines between the City Engineer and contractor.
The scope includes concrete curbs, sidewalks, driveways, concrete retaining walls, wheelchair ramps, minor asphalt milling and replacement, mailbox removal and relocation, topsoil, sodding, striping, elevated sidewalks, sidewalk pipe railing, utility adjustments (meter boxes, valve boxes, manholes), tree pruning and removal or replacement, and other items required by site conditions. Work may occur in school zones and Texas Department of Transportation rights-of-way at no additional cost to the city. Specifications reference City of San Antonio Standard Specifications (June 2008 with amendments through November 2013), San Antonio Water System specifications (April 2014), and Texas Department of Transportation standards.
Pricing is unit-price-based through competitive bidding, with all unit prices valid throughout the contract duration. Individual task orders range from $5,000 upward. The contractor must guarantee a full crew capable of producing an average of $168,000 in constructed product monthly per task order and maintain a minimum of four simultaneous crews. No direct payment is made for mobilization (Item 100.1), right-of-way preparation (Item 101.1), barricades, signs and traffic handling (Item 530.1), or temporary erosion and sedimentation control (Item 540); these costs are incorporated into other bid items. Additional mobilization fees are available for task orders between $5,000 and $10,000. Performance bonds are capped at 2.5 percent of the total contract amount or the contractor's lump sum bid, whichever is less, and must be presented before the first task order issuance. Quantities are not guaranteed; the city may utilize unit prices in any quantity up to the contract value, and task orders need not execute the full contract value.
