Bidders must hold a North Carolina General Contractor license under General Statute Chapter 87. All materials, labor, equipment, and tools are furnished by the contractor unless otherwise specified. Unit price bids are required for all line items; actual payment is based on work as executed, not estimated quantities.
The project must reach substantial completion within 365 calendar days of Notice to Proceed, with work restricted to Monday–Friday, 7:00 a.m.–7:00 p.m., excluding city holidays and school sessions. Liquidated damages are $2,150 per day for delays beyond the completion deadline and $1,075 per day for failure to commence within 10 days of Notice to Proceed.
A 5 percent bid security (certified check or bid bond) is required. The contractor must maintain Worker's Compensation Insurance, Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Automobile Liability ($1,000,000 combined single limit). The City will retain 5 percent on progress payments (monthly, first of month) until 50 percent project completion, with potential cessation thereafter if performance is satisfactory and the surety consents. Final payment is due within 60 days of Substantial Completion Certificate. E-Verify compliance under NCGS Article 2 Chapter 64 and North Carolina Sales and Use Tax provisions apply.
