SCDOT prequalification certification is mandatory for all bidders — a gate-level eligibility filter.

The scope encompasses mobilization, borrow excavation (3,564.8 cubic yards), cement-modified recycled base course (117,406.102 square yards), full-depth asphalt pavement patching (1,500 square yards), milling of existing asphalt (47,475 square yards), asphalt intermediate and surface courses (approximately 27,944.54 tons), traffic control, permanent construction signage, pavement markings in paint, epoxy, and thermoplastic formats, permanent pavement markers, milled-in rumble strips (20.82 miles), and permanent grassing (6.59 acres). The project completion deadline is November 30, 2027. Work is located in Florence County, South Carolina.

The project carries a 0.00 percent DBE goal and is federally funded under Title 23, United States Code. All work is subject to Davis-Bacon wage requirements, Title VI Civil Rights Act compliance, Work Hours and Safety Act provisions, and Fair Labor Standards Act requirements. Bid bonds equal to 5 percent of the approximate bid amount are required and must be submitted electronically through the BidX system using SCDOT Form 674. All bids must be submitted electronically; totals will be publicly opened and posted on the SCDOT website, Bid Express, and the Construction Extranet.

Bid forms and project documents are available through the Bid Express website and SCDOT Construction Extranet as of August 9, 2026. Hardcopy plans and proposals are available through Engineering Publications at $15 and $2 per sheet respectively.
