About this opportunity
The Colorado Department of Administration, State Purchasing and Contracts Office (SPCO) is soliciting responses under ITN-SPCO-AR-27-01 to establish state price agreements for 2027 or newer model year fleet vehicles, with vendor responses due August 3, 2026 at 9:00 AM Mountain Time and public opening at 9:30 AM the same day.
Respondents may submit proposals for one or more vehicle body codes. The State anticipates acquiring approximately 545 total vehicles and 151 patrol vehicles through this ITN and existing extended price agreements, though the State does not guarantee minimum purchase volumes. Vendors must accept the Sample Model Contract terms or submit alternate language for any legally unacceptable provisions.
The contract is structured as an indefinite delivery/indefinite quantity (IDIQ) price agreement with a standard term of one year and one optional one-year extension period, or successive periods of one year or less at the State's discretion. Desired contract start date is September 2026 through January 2027. Pricing must represent the Standard Vehicle Base Price and shall not exceed the Manufacturer's Suggested Retail Price, with vehicles delivered FOB destination including freight to the seven-county Denver metropolitan area; deliveries outside this area require pre-negotiated freight costs. All vehicles must meet current federal emission standards and include a minimum 3-year or 36,000-mile bumper-to-bumper warranty.
The State is soliciting responses for hybrid vehicles, plug-in hybrid electric vehicles (PHEV), electric vehicles, and compressed natural gas or propane vehicles. Due to state budget conditions, contractors must schedule deliveries after March 1, 2027, except for Public Safety, Undercover, and Patrol vehicles, and those with Federal or Agency Grant funding.
Evaluation criteria include ability to meet standard specifications, vehicle base price, eight-year fuel cost estimates using EPA ratings, availability and pricing of optional equipment, and willingness to accept contract terms. The contractor must remit quarterly administration fees at one percent of total sales and submit quarterly volume reports and monthly status updates on vehicle build and delivery progress.
