About this opportunity
The State of Colorado Department of Personnel and Administration, State Purchasing and Contracts Office, is issuing an Invitation to Negotiate (ITN-SPCO-AR-27-01) for 2027 or newer vehicles, with proposals due August 3, 2026. The procurement establishes a statewide price agreement framework available to state agencies, institutions of higher education, political subdivisions, and other authorized purchasing entities.
The scope covers multiple vehicle classes and body types — sedans, vans, pickup trucks, sport utility vehicles, utility trucks, and specialized vehicles for law enforcement and emergency services. Vendors must submit detailed specifications including model year, make, model, trim level, OEM model number, EPA fuel economy ratings, delivery timeframe, and base vehicle pricing using the standardized Colorado FY27 Vehicle BID Template (Exhibit 5). Optional equipment and vehicle-specific packages (such as tool boxes, towing options, snow plows, hydraulic liftgates, and police pursuit packages) require separate pricing entries.
The price agreement carries a maximum initial term of two years from the effective date, subject to extension in successive one-year periods at the State's option at the same rates and terms. Contractors must calculate and remit a 1% administration fee on total quarterly sales. Vehicle delivery is required by September 30, 2026, with monthly status reporting on build and delivery progress.
Contractors must maintain comprehensive insurance coverage including workers' compensation, general liability ($1 million each occurrence), automobile liability ($1 million combined single limit), garage keepers liability ($1 million per occurrence), and crime insurance ($1 million each occurrence), with the State named as additional insured on all commercial general liability policies. Contractors must designate a Primary Point of Contact and a Quarterly Volume Reporting Lead. Pricing requests for increases must be submitted no later than June 30, 2026.
Offerors must execute the Model Contract Affirmation (Attachment 2) affirming acceptance of all terms and conditions or proposing alternative language for sections deemed legally unacceptable. A Question and Answer addendum (Revision 2) and bid template instructions (Exhibit 4) have been posted.
