About this opportunity

The Colorado Department of Administration, State Purchasing and Contracts Office is soliciting proposals under Invitation to Negotiate ITN-SPCO-AR-27-01 for 2027 or newer model year vehicles on behalf of the State of Colorado and cooperating entities, with responses due August 3, 2026 at 9:00 AM Mountain Time. A pre-response conference was held May 20, 2026; the written inquiry deadline was July 20, 2026.

A Colorado resident vendor preference is available equal to the preference given in nonresident vendors' home states. The State encourages Service-Disabled Veteran-Owned Small Business (SDVOSB) responses with a 3% statewide goal by dollar value.

The State intends to acquire approximately 545 total vehicles and approximately 151 patrol vehicles across multiple body codes including sedans, vans, pickup trucks, sport utility vehicles, and commercial trucks. Vehicles must be 2027 or newer model year, meet current federal emission standards, and include a minimum 3-year or 36,000-mile bumper-to-bumper warranty (non-negotiable). Standard Vehicle Base Prices must not exceed Manufacturer's Suggested Retail Price. Specialized packages address police pursuit, snow plow equipment, utility bodies, and ADA-compliant features with specific OEM certifications required for certain police and patrol vehicles. Respondents may submit on one or more vehicle classifications using the provided Excel workbook template (Exhibit 5).

The State will evaluate responses on ability to meet standard specifications, standard vehicle base price, eight-year fuel cost estimates using EPA ratings, obtainability and pricing of optional equipment, and willingness to meet contract terms. Extended warranty pricing must be included.

Delivery is required after March 1, 2027, except for public safety, undercover, and patrol vehicles; vehicles with federal or agency grant funding; and other entities that may elect earlier or later deliveries. Delivery terms are FOB destination with freight included for the seven-county Denver metropolitan area; FOB destination with pre-negotiated freight applies outside this region.

The estimated contract performance period is one year with one optional one-year extension at the State's discretion, with desired start between September 2026 and January 2027. Competitive range determination is anticipated September through October 2026, with intent to award between September and December 2026. Public opening is scheduled for 9:30 AM on August 3, 2026.
