About this opportunity

The Philadelphia Housing Authority (PHA) is requesting proposals for participation in its 2027 Local Unit-Based Subsidy Program, with proposals due November 20, 2026. The program targets existing rental housing with or without rehabilitation and new construction available to extremely low-income and low-income households at up to 80% of area median income, using operating subsidies PHA receives from HUD through its Annual Contributions Contract (ACC).

Eligible participants are property owners and developers. PHA will allocate a portion of its HUD operating subsidies to assist units that become public housing units subject to federal public housing program requirements under PHA's ACC, as modified by PHA's Moving to Work (MTW) Program authority.

The solicitation scope encompasses both preservation of existing stock and new construction. All assisted units must meet public housing standards for decency, safety, and sanitation and serve PHA's mission to provide affordable housing for families of extremely low to moderate incomes throughout Philadelphia.

No estimated subsidy allocation, contract term specifics, evaluation criteria weighting, or timeline for questions, pre-proposal meetings, or anticipated award is provided in the source material.

Opportunity text

PHA is pleased to issue this Request for Proposals ("RFP") to solicit proposals from interested property owners and developers who would like to participate in PHA's Local Unit-Based Operating Subsidy Program. This solicitation invites proposals for existing housing with or without rehabilitation and new construction that are or will be available for rental to extremely low-income and low-income households (up to 80% of area median income) using assistance provided through PHA's Local Unit-Based Operating Subsidy Program. PHA will make available a portion of the operating subsidies PHA receives from HUD through the ACC. PHA has established a local unit based rental assistance program to develop new approaches for administering public housing operating subsidy for assisted public housing ("Local Unit-Based Operating Subsidy Program"). This program was established to further PHA's goal of increasing the availability of, and private investment in, attractive, affordable, quality housing, in quality neighborhoods throughout the City of Philadelphia. PHA's overall objective is to provide decent, safe, sanitary and affordable housing for families of extremely low to moderate incomes. Any units assisted under the Local Unit-Based Operating Subsidy Program will be public housing units, subject to the requirements of the federal public housing program under PHA's Annual Contributions Contract ("ACC") with HUD, as modified under the MTW Program.
