About this opportunity

The South Carolina Department of Transportation is requesting sealed electronic bids for the 2027 Greenville County Pavements project, a Federal-Aid highway construction effort encompassing approximately 9.58 miles of pavement work in Greenville County, with bids due September 9, 2026 at 2:00 p.m. All bidders must be prequalified by SCDOT prior to bid submission.

Work includes mobilization, pavement removal and disposal, borrow excavation, asphalt milling and placement (over 387,000 square yards of milling and 43,000 tons of asphalt surface course), full-depth asphalt patching, guardrail removal and installation, traffic control, pavement markings and striping using fast-dry paint, epoxy paint, and thermoplastic applications, loop detector installation, PVC conduit and copper wire, concrete sidewalks, detectable warning materials, pedestrian ramps, and rumble strips. Project completion is due September 30, 2027.

Each proposal must include a bid bond in the amount of 5% of the approximate bid amount, submitted electronically through the BidX system using Surety 2000 or Tinubu (SurePath) Network electronic bond forms. The DBE goal for this project is 0.00%. Contractors must comply with Davis-Bacon Act minimum wage rates, the Work Hours and Safety Act of 1962, Title VI of the Civil Rights Act of 1964, and equal employment opportunity requirements. The project is funded through State and Federal-Aid Highway sources.

Proposal bid forms, plans, and project documents are available on the Bid Express website beginning August 9, 2026, with hardcopy plans available from Engineering Publications for $2 per sheet and proposals for $15. Electronic bids will be publicly opened at SCDOT Headquarters in Columbia. Bids may be declared irregular for incomplete pricing information, improper form execution, missing DBE documentation when applicable, or failure to properly execute and submit the required bid bond.
