About this opportunity

Pierce County, Washington is requesting proposals for homeless prevention services under RFP #26-002-Homeless Prevention, with approximately $1.1 million available and proposals due August 31, 2026 at 2:00 p.m. via Pierce County's eProcurement Portal. Multiple contracts are anticipated to be awarded.

Eligible proposers must hold a Washington State Unified Business Identifier number and commit to serve one or more County-assigned Focus Populations: families with dependent children, households experiencing domestic violence, households at risk from code enforcement actions, immigrants and refugees, older adults, or people with disabilities. The County anticipates allocating approximately $20,000 per assigned Focus Population for specialized outreach and coordination activities in addition to the main project award.

Scope includes financial assistance for housing stabilization (capped by household size: $3,750 for 1–2 persons; $5,000 for 3–4 persons; $6,500 for 5+ persons over rolling 12-month periods); housing-focused case management; proactive outreach and engagement; coordination with community organizations; interventions to prevent displacement from code enforcement actions; and emergency response to disasters. Administrative costs are limited to 15% of total direct program costs. Eligible expenses encompass personnel, housing stability services, data collection and reporting, and program operating expenses.

The contract term runs January 1, 2027 through December 31, 2027, with the County holding options to extend for four additional 12-month terms, not exceeding five years total. Performance-based contracting applies: 60% of funding is tied to timely expenditure of funds and 40% to progress toward performance benchmarks (90% exits to permanent housing, 95% HMIS data quality and timeliness, 100% grant spending timeliness).

Evaluation uses a 100-point Application Evaluation Committee score plus a 50-point Department Director Review assessing prior performance (15 points), system need and strategic value (20 points), and capacity and readiness (15 points). Questions are due August 24, 2026. A pre-proposal meeting is scheduled for August 14, 2026. Anticipated award notification is October 14, 2026. Proposers must submit a completed Financial Risk Assessment as a required application component.

Opportunity text

Pierce County (hereafter referred to as "the County"), in alignment with the Pierce County Comprehensive Plan to End Homelessness (CPEH), has made approximately $1,100,000 available to provide homeless prevention services that assist low-income Pierce County households experiencing housing instability to remain safely housed and avoid entering homelessness. Homeless prevention services are intended to intervene before a household becomes homeless by resolving immediate housing crises, addressing barriers to housing stability, and connecting households with the resources necessary to maintain permanent housing.

Prevention services may include financial assistance for housing stabilization, interventions related to code enforcement actions, outreach and engagement, case management, coordination of services with partner organizations, and rapid response to disasters and inclement weather events. Services are designed to assist eligible low-income households experiencing housing instability who are not eligible for the County's Eviction Prevention Program. Contractors are expected to deliver housing-focused interventions that stabilize households, reduce the likelihood of homelessness, and connect households with mainstream benefits, community resources, and other services that support long-term housing stability.

In addition to responding to referrals, contractors will be expected to conduct targeted outreach activities as directed by the County to identify and engage specific populations or geographic areas determined to be at increased risk of homelessness. Target populations and outreach priorities may be modified during the contract term based on emerging community needs, available data, funding source requirements, or County priorities.
