Attendance and sign-in at the mandatory conference is a condition of responsiveness.

The scope covers modernization of fire alarm infrastructure across approximately 120,170 square feet in nine buildings with varied occupancies (administrative, maintenance, storage, museum). This is Phase 1 of a potential four-phase project; future phases may be awarded to the selected consultant at the state's discretion without public advertisement. The estimated Phase 1 project cost is $1.973939 million, with design work anticipated to begin October 2026 and construction scheduled May 2027 through December 2027.

Minimum qualifications require continuous operation under the same name for at least two years, demonstrated design experience on at least two similar projects exceeding $2,000,000 in hard costs using the firm's Colorado office, and no prior termination history from state contracts. Colorado labor must perform at least eighty percent of project work. Buy Clean Colorado requirements for Environmental Product Declarations and global warming potential limits apply to eligible materials.

Evaluation criteria include project team qualifications, firm and team capabilities, prior experience, project approach (budget and quality control methodology), equity and diversity initiatives, and work location proximity and familiarity. Oral interviews are anticipated the week of August 31, 2026, with selection announcement planned for September 10, 2026. Compensation is structured by project phase with a not-to-exceed amount for reimbursable expenses; professional liability insurance with minimum $250,000 per claim is required. Qualifications submittals are due via email to jamie.gott@state.co.us.
