About this opportunity

The City of Lynchburg, Virginia is requesting bids on refurbished Dell PowerEdge R750 servers and five-year, 24/7/4-hour on-site warranty support services under IFB 2027-020, with sealed bids due September 2, 2026 at 3:00 p.m. at City Hall, 900 Church Street, Lynchburg. An optional virtual pre-bid meeting is scheduled for August 24, 2026 at 10:00 a.m. The procurement supports migration to a new virtualization platform and replacement of aging, difficult-to-maintain systems before anticipated 2027 price increases and longer vendor lock-ins; cost savings is stated as high importance.

Two server configurations are required, both refurbished to Dell standards. Configuration 1 ("LIB") specifies two identical servers with dual 16-core Intel Gold or Platinum processors, 512GB RAM, RAID card in pass-through configuration, dual-port 25G network adapters, 3.2TB U.2 NVMe SSDs, and a minimum of 76.8TB raw SATA or SAS storage. Configuration 2 ("PRO") requires four identical servers with dual 32-core Intel Gold or Platinum processors, 1024GB RAM, and a minimum of 96TB raw storage. Both configurations include iDRAC 9 Enterprise License, LCD Bezel, and Dell 2U sliding rails. No substitutes for brand name specifications are permitted.

Delivery is required to City of Lynchburg Information Technology, 3550 Mayflower Drive, by October 31, 2026 at 5:00 p.m. EST on an FOB Destination basis. The contract term is five years for warranty support services following hardware delivery. Award will be made to the lowest responsive and responsible bidder based on the sum of Items 1–3 on the Bid Form, with consideration given to prior experience and demonstrated competence through references. Award preference in case of tie bids applies to goods and services produced in the City or Commonwealth of Virginia. Questions are due August 26, 2026 by 3:00 p.m.; all addenda will be posted by August 28, 2026 by 3:00 p.m.

Opportunity text

The purpose of this IFB is to purchase appropriately specified hardware and support services that will position the City of Lynchburg (City) for a large migration to a new, more cost-effective virtualization platform before larger anticipated increases with longer vendor lock-ins are imposed in 2027. Cost savings for the City is of high importance. The City seeks quality refurbished components and highly rated warranty support services to not only reduce costs over the next 5 years but to also replace several older, difficult to maintain, systems. As a result, considerable performance gains in speed and reliability are anticipated.
