About this opportunity
The City of Austin is requesting bids on an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for emergency response and planned waterline services on the city's potable and reclaimed water distribution systems (Solicitation No. CLMC 1167), with bids due September 3, 2026 at 2:00 p.m. and a non-mandatory pre-bid webinar on August 6, 2026 at 10:00 a.m. The City's Minority-Owned and Women-Owned Business Enterprise (MBE/WBE) Procurement Program applies; bidders must submit compliance plans demonstrating good faith efforts to meet established goals or subgoals.
The scope covers emergency and planned work assignments typically involving large-diameter assets (24-inch and larger), concrete steel cylinder pipe, and complex constructability issues such as very deep trenches. Work assignments include concrete removal, pavement milling and repair, pipe installation and replacement (ranging from 2-inch to 66-inch diameters), manhole installation, water valve work, and erosion control. The contract covers locations within Austin's city limits and extraterritorial jurisdiction. Each Work Assignment will be issued separately with specific scope, location, and duration determined by the City.
The estimated maximum contract value is three million dollars for the initial twelve-month term, with two optional twelve-month renewal periods at three million dollars each, totaling nine million dollars across all potential terms. Unit prices bid by the successful contractor remain firm throughout the initial contract term; renewal option adjustments will be based on the Engineering News Record Construction Cost Index.
Prevailing wage rates apply to all workers. Bid guaranties of not less than five percent of the total bid amount are required, with performance and payment bonds at one hundred percent of the contract amount. All contractors and subcontractors must be registered with the City of Austin prior to contract award. Award will be made to the lowest responsible bidder meeting all requirements.
