About this opportunity

The Board of Water, Light and Sinking Fund Commissioners of the City of Dalton, Georgia (d/b/a Dalton Utilities) is requesting sealed proposals for the 2026 Water Rehabilitation Project, a water main rehabilitation and infrastructure construction program with proposals due September 11, 2026 at 2:00 p.m. local time and a mandatory pre-bid meeting on August 31, 2026 at 2:00 p.m.

The scope spans fourteen roads — Carr Drive, Courtney Circle, Jacob Drive, Ina Drive, Hurricane Road, Old Hurricane Road, Rhine Road, South Hurricane Road, Lake Road, Lindsey Memorial Road, Lower Gordon Springs Road, Mountain View Drive, Palmer Drive, and Rock Hill Drive — and includes replacing existing pipe infrastructure, installing approximately 37,310 linear feet of new water mains (6" to 8" Class 350 Ductile Iron Pipe), fire hydrants, water services, valves, and driveway crossings, along with complete restoration including erosion control, grassing, and pavement repairs. Bids must be unit-price based with pricing submitted separately for each road.

Contractors must hold a Georgia Utility Contractor License, demonstrate experience on similar projects of at least $1,000,000, and comply with E-Verify requirements. Work completion is required within 365 calendar days from notice to proceed, with work beginning within three weeks of bid award; liquidated damages are $1,000 per calendar day for delays. Pre-qualification packages are due by 5:00 p.m. on August 27, 2026.

A bid bond equal to 10% of the total bid amount is required, along with performance and payment bonds each equal to 100% of the contract price. Contractors must maintain comprehensive insurance including general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and an umbrella policy of not less than $5,000,000. A one-year warranty period is required following project completion. The owner retains up to 10% retainage on progress payments, with retainage discontinuation possible after 50% of contract price has been earned if work progress is satisfactory.
