About this opportunity
The Town of North Castle, New York is requesting proposals from qualified, licensed architectural firms to prepare plans for a new Town Hall campus under RFP posted July 21, 2026, with proposals due by 11:00 a.m. on September 8, 2026. Firms must be registered to practice architecture in New York State and demonstrate experience preparing building designs for similar municipal facilities within the last five years, specifically including modern police facilities and municipal courts subject to New York State regulations.
The scope encompasses programming and site analysis, base campus concept design with preliminary designs and cost analysis, alternative off-site design analysis for Highway and Town offices with cost-benefit analysis, and construction drawings. The project includes designing a Town Hall offices building, public meeting room, police station, court facility, and Highway Department facility at the current campus located at 15 Bedford Road in Armonk, New York. The design must conform to North Castle Town Code Chapter 195 for Landmarks Preservation, as the property lies within the Town Hall Campus historic district — a regulatory constraint that filters design approach.
Proposals must be submitted in three copies in a sealed envelope addressed to Alison Simon, Town Clerk. The proposal pricing structure consists of lump-sum fees for four distinct tasks plus an hourly rate schedule for authorized work outside the defined scope, and a separate rate for additional public workshops and meetings beyond the initial five included meetings. Proposing firms must submit corporate organization details, identification of subconsultants, project organization charts, resumes of design team members with the project manager requiring a minimum of ten years of municipal building experience, descriptions of relevant experience with at least three comparable projects, and signed statements regarding sexual harassment policy compliance, Iran divestment certification, and non-collusion. Professional liability insurance with limits of $1,000,000 per claim and $1,000,000 annual aggregate, as well as commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, are required prior to contract commencement.
