About this opportunity
Yoe Borough, York County, Pennsylvania, is soliciting sealed bids for the 2026 Storm Sewer Improvements project through the PennBid Program with a deadline of 10:00 AM on Wednesday, April 22, 2026. The procurement encompasses storm sewer system improvements across four construction areas: South Main Street (3rd to 4th Street), North Main Street (W. Water Street to Mill Creek Bridge), North Maple Street including W. George Street, and North Main Street at W. Gay Alley, with an alternate bid option for N. Gay Alley. Work includes installation of reinforced concrete pipe (12 to 24 inches in diameter), smooth-lined corrugated plastic pipe, precast concrete inlets and manholes, roadway improvements including bituminous pavement milling and superpave overlay, sidewalk removal and replacement, and curbing. The contract time is ninety calendar days from the Notice to Proceed, with liquidated damages of $250.00 per day for delays beyond substantial completion. Bidders must submit a bid bond or certified check equal to five percent of the maximum bid amount, evidence of qualifications to perform the work, and comply with the Pennsylvania Prevailing Wage Act (Serial No. 26-02132, dated 03/05/2026). Bids will be evaluated on a unit price and lump sum basis for each pay item, and the contract will be awarded to the lowest qualified, responsible bidder at a regularly scheduled Yoe Borough Council meeting. Bid results will be available by end of business on April 22, 2026.
The project is subject to Pennsylvania prevailing wage requirements, and all contractors and subcontractors must be enrolled in the federal E-Verify Program for employment eligibility verification and maintain documentation within five business days of hire. A Non-Collusion Affidavit of Prime Bidder must be submitted, with all bidders certifying under penalty of perjury that bid prices were determined independently. Performance and payment bonds, each equal to 100 percent of the contract price, are required and must remain in effect for at least one year after final payment. The contractor must obtain all necessary construction permits and licenses except for the PennDOT HOP permit, which the Owner will secure, and must maintain property insurance with a minimum deductible of five percent of the contract price, extending coverage to the Owner, Engineer, and identified additional insureds. A resident superintendent must be maintained on-site, and the contractor must provide comprehensive project documentation including record drawings, shop drawing submittals, and testing documentation. No specific award value or budget range is disclosed in the solicitation documents; however, the bid bond requirement of five percent of the maximum bid indicates a substantial project value. Yoe Borough reserves the right to accept any bid or reject any or all bids.
