About this opportunity

Harris County Water Control and Improvement District No. 109 is soliciting bids on sanitary sewer cleaning and televising of approximately 113,800 linear feet of pipe across six-inch through 36-inch diameters, plus television inspection of 497 sanitary sewer manholes, with bids due August 4, 2026 at 10:00 a.m. A non-mandatory pre-bid conference is scheduled for July 28, 2026 at 10:00 a.m. via teleconference.

Bidders must demonstrate at least 500,000 linear feet of similar sanitary sewer cleaning and televising experience in Texas. The scope includes sewer flow control, bypass pumping, removal of roots and debris, sludge disposal, fencing removal and replacement, traffic control, customer notification via door hangers, and site restoration. Supplemental items for heavy cleaning of various pipe diameters are included as optional bid items only if directed by the Engineer.

The contract structure uses unit price bidding for each pipe diameter and lump sum pricing for mobilization/demobilization, traffic control, and project reporting. Contract time must accommodate approximately two to three weeks for initial customer notification and 30 calendar days for engineer review of final reports and payment applications.

Bidders must submit electronic bids in duplicate through www.CivcastUSA.com with a 5% bid bond payable to the Owner and a completed Qualification Statement. Bidders must provide evidence of 100% performance and payment bonds and comprehensive insurance coverage including workers' compensation, general liability, automobile liability, excess umbrella liability, owner's protective liability, and builder's risk insurance, with the Owner and Engineer named as additional insureds on applicable policies. Per Texas Government Code 2252.908, bidders must submit a notarized Certificate of Interested Parties (Form 1295) prior to contract award. Bid withdrawal is prohibited for 60 calendar days following bid opening unless contract award is delayed beyond that period. The contractor must return fully executed contracts with proper bonds and insurance certificates within 14 calendar days of receipt or risk disqualification.
