About this opportunity
The City of Carlsbad is requesting proposals for a citywide pavement condition assessment and pavement management database update covering approximately 351 centerline miles and 3,800 pavement segments, with proposals due October 16, 2026 and questions due October 2, 2026.
The consultant must conduct a comprehensive pavement condition index (PCI) assessment to ASTM D6433 standards across local streets, alleys, collectors, secondary arterials, major arterials, and prime arterials; update the OpenGov pavement management software database; and perform pavement management modeling and scenario analysis. Required experience includes citywide pavement condition surveys, OpenGov software, Lucity pavement management software, and ArcGIS applications. The consultant must possess sufficient road-testing equipment, qualified staff, and capacity to complete the work in a timely manner. An optional add-on scope includes an automated traffic-sign retro-reflectivity survey for approximately 19,400 signs.
The consultant shall submit a not-to-exceed fee proposal with hourly bill rates for each team member, per-mile travel costs, and all direct and indirect costs. The city has budgeted between $11.5 million and $14.4 million annually for fiscal years 2026/27 through 2030/31 for its entire pavement management program, though this covers design, staff, construction management, public outreach, construction, and contingencies — not solely this assessment contract.
The contract is subject to California prevailing wage rates. The consultant must maintain comprehensive insurance coverage, including $2 million commercial general liability per occurrence and $1 million professional liability per claim. The consultant must register with the California Department of Industrial Relations and maintain a current City of Carlsbad business license. All work product becomes city property, and the consultant must comply with the city's standard Professional Services Agreement. The city anticipates award notice on October 30, 2026, City Council award on December 8, 2026, and notice to proceed on December 9, 2026. Project completion is December 17, 2027.

The City of Carlsbad is requesting proposals from qualified firms to perform a citywide pavement condition assessment and update the pavement management database. The inspected pavement condition index data (PCI) in the citys OpenGov pavement management database was obtained in 2020. Since that time, PCIscores are updated for streets which have been resurfaced based on the treatment type applied. The PCIs for street segments not improved are predicted using performance curves imported from Lucity. The Consultant shall perform a citywide pavement condition assessment of approximately 351 centerline miles as shown in Table 1 below. The lengths estimated below include most Prime and Major Arterial streets that have pavement segments in each direction. The selected Consultant should have sufficient road-testing equipment, experience, capacity and qualified staff and shall perform a citywide pavement condition assessment in a timely manner.
