About this opportunity
The City of Carlsbad, California is requesting proposals for a 2026 Pavement Management Program Update under RFP 27-4182TRAN, with proposals due October 16, 2026 at 5 p.m. The consultant must demonstrate experience with citywide pavement condition surveys, OpenGov pavement management software, Lucity (the legacy system migrated in 2025), and ArcGIS applications integrated via nightly sync to the City's Enterprise GeoDatabase — these are core capability filters.
The scope encompasses a citywide pavement condition assessment of approximately 351 centerline miles organized into 3,800 pavement segments. Work includes PCI inspections per ASTM D6433 standards, pavement management scenario modeling and runs, and a summary report with findings and recommendations for a five-year maintenance plan with an eight-year projection. An optional add-on element is an automated traffic-sign retro-reflectivity study covering approximately 19,400 signs in the City's inventory. Place of performance is Carlsbad.
The consultant's rate and fee schedule will serve as the basis for fee negotiation and must remain valid through project completion. Proposals must not exceed 20 pages excluding cover letter, resumes, and appendices, and must address firm experience, project team qualifications, approach, schedule, rate schedule, and fee proposal. The City budgeted $14.4 million for FY 26/27; subsequent annual budgets are $11.5 million (FY 27/28), $12.5 million (FY 28/29), $13.2 million (FY 29/30), and $14.3 million (FY 30/31), with 6% annual inflation thereafter through year eight.
The contract term runs from December 9, 2026 (Notice to Proceed) through December 17, 2027. Pre-submittal questions are due October 2, 2026 at 5 p.m., with a Q&A addendum posted by October 7. The City anticipates issuing a Notice of Project Award on October 30, 2026. The consultant must comply with prevailing wage laws, obtain DIR registration, and maintain professional liability insurance of at least $1 million per claim for five years following completion. All work product and intellectual property become property of the City of Carlsbad.
Opportunity text
Currently, the City is using OpenGov's pavement management software. The City migrated it's previous Lucity pavement management software to OpenGov in 2025. OpenGov is integrated with ArcGIS via a nightly sync that associates the Pavement Segment layer managed in an ArcGIS Enterprise GeoDatabase and the Pavement Segment layer used in OpenGov. The Consultant should be experienced with citywide pavement condition surveys, OpenGov, Lucity pavement management software, and ArcGIS software applications.
