About this opportunity

The Metropolitan Airports Commission is requesting bids for installation of a fully functional automated parking guidance system (APGS) covering approximately 8,357 parking stalls within the Orange and Purple Parking Ramps at Terminal 2 of Minneapolis-St. Paul International Airport, with bids due October 13, 2026 at 2:00 PM via QuestCDN. A 9% small business participation goal applies.

Minnesota Statute Section 473.144 requires affirmative action compliance for contracts exceeding $100,000, with minority and female workforce participation goals of 32% and 20% respectively in Hennelek and Ramsey Counties, or 22% and 15% in the five-county metropolitan area. Evidence of compliance must be submitted within one MAC business day following bid opening, and all remaining bidders must provide additional information within the same timeframe.

The scope includes cameras, sensors, signing, mounting hardware, and associated electrical and telecommunications services to support the APGS. Construction documents are available for download at QuestCDN Online for a $22.00 fee, with an additional $42.00 electronic bid submission fee.

Bid security equal to 5% of the total bid amount is required in the form of a certified check or surety bond. Security of the three lowest bidders will be retained until contract execution; the lowest responsible bidder's security will be retained until contract execution and provision of Performance and Payment Bonds. The MAC reserves the right to reject any or all bids and will accept the lowest responsible bidder's bid on or before 70 days after bid opening. A bid opening conference call is scheduled for 3:00 PM on October 13, 2026.
