About this opportunity
The City of San Antonio is soliciting a task order contract for pavement marking maintenance services across the municipality, with proposals due September 8, 2026. Work includes removal, installation, replacement, and retracing of hot-applied thermoplastic, preformed thermoplastic, and raised pavement markings; traffic buttons; delineators; and object markers on an as-needed basis.
The contract is structured as a 365-calendar-day task order agreement from the first task order's notice to proceed. The City expects concurrent execution of up to five task orders without delay and requires priority service. Contractors must obtain all permits, establish traffic control, implement temporary erosion and sedimentation controls, and repair any work-caused damage. Workers must maintain bright, highly visible clothing and comply with all work zone safety regulations.
Material specifications are stringent: hot-applied thermoplastic markings must meet a minimum 100-mil thickness and preformed thermoplastic markings 125-mil thickness, with thickness testing conducted using Test Method Tex-854-B. All materials must be sourced from the TxDOT Material Producer List, and contractors must submit manufacturer information for City approval prior to installation. Work must comply with current Texas MUTCD, City of San Antonio Standard Sheets, the 2008 Edition Standard Specifications for Construction, and applicable special provisions.
Contractors must submit written work schedules and comprehensive quality assurance and quality control plans for each task order. Non-compliant work is subject to re-execution at contractor expense. The City reserves the right to conduct random material testing through third-party testing companies to verify specification compliance. Unit prices established at contract award remain firm throughout the contract duration, though estimated quantities are budgetary only with no minimum work guarantee.
