About this opportunity

The Colorado Department of Human Services is requesting quotations from architectural and engineering firms for design and consulting services on enhanced protective placement improvements at the Colorado Mental Health Institute at Pueblo (CMHHIP), with quotations due August 20, 2026.

The scope includes site assessments, design development, and engineering consultation to support facility improvements. Services span pre-design, schematic design, design development, construction documents, bidding, contract administration, and post-construction phases. The selected consultant must perform all work in compliance with applicable Colorado building codes, state development requirements, and Buy Clean Colorado Act requirements for eligible materials with Environmental Product Declarations. The consultant is required to attend all necessary conferences and meetings, prepare comprehensive design documentation at each phase, assist in obtaining competitive bids, administer the construction contract, conduct site inspections, review contractor submittals, prepare change orders, and participate in warranty inspections at six-month and eleven-month intervals following substantial completion.

Compensation is structured as a total fixed fee allocated across the seven project phases plus a not-to-exceed amount for reimbursable expenses, with monthly payments due within forty-five days of properly executed Applications for Payment. Additional services requested in writing by the Principal Representative are compensated at rates specified in the Wage Rates Schedule, with consultant services marked up at 1.15 times the billed amount. The consultant must maintain Professional Errors and Omissions liability insurance with minimum coverage ranging from $250,000 to $2,000,000 per claim depending on the project's fixed limit of construction cost, plus Commercial General Liability of $1,000,000 per occurrence and Automobile Liability of $1,000,000 combined single limit. The state may apply set-asides for disadvantaged business enterprises or small businesses as applicable under Colorado procurement regulations.
