About this opportunity

The State of Colorado, Department of Personnel & Administration, is requesting qualifications for architectural and engineering consulting services for the Capitol Heat Pumps Replacement project at the State Capitol Building, with qualifications due August 7, 2026, and a mandatory pre-submittal conference and site tour held July 23, 2026, at 9:00 a.m. MST at 1525 Sherman Street, Denver, Colorado.

The scope covers design and engineering for replacing geothermal open wells and ground source heat pumps that have reached end of useful life since their 2012 installation. The State will use a Design/Bid/Build delivery approach. Construction is scheduled from May 2027 through December 2028, with anticipated design work beginning September 2026.

The estimated hard construction cost is $8.597 million. Place of performance is the State Capitol Building in Denver, Colorado.

Minimum qualifications include two years of business operation under the same name, demonstrated design experience on at least two prior projects exceeding $8.6 million in hard costs, and execution of the Acknowledgment and Attestation Form. Attendance at the mandatory pre-submittal conference is required.

The evaluation process consists of prequalification scoring by a jury panel, with three to five short-listed firms invited to mandatory oral interviews during the week of August 17, 2026. Selection criteria include project team qualifications, firm and team capabilities, prior experience, project approach (budget control, quality control methodology, schedule management), equity/diversity/inclusion initiatives, and work location proximity. Short-listed firms will be announced August 11, 2026. Final selection and contract negotiation are anticipated in September 2026.

The selected firm must comply with Colorado's Buy Clean Colorado Act requirements for Environmental Product Declarations on eligible materials and ensure Colorado labor performs at least 80% of the work. All submittals become State property and will not be returned; late submittals will not be evaluated.
