About this opportunity

The City of Livonia, located in Wayne County, Michigan, is soliciting proposals for the 2025 Water Main Replacement Project (Area 11 & Schoolcraft), a comprehensive infrastructure improvement initiative. The procurement seeks a contractor to perform water main replacements utilizing multiple installation methods, including pre-chlorinated pipe bursting as the primary technique, with supplemental directional drilling and open-cut sections. Key project deliverables include 13 connections to existing water mains, 15 fire hydrant assemblies, 25 gate valve and well installations, and approximately 6,330 linear feet of 8" and 12" HDPE and ductile iron pipes. Bidder qualifications mandate previous experience, specifically successful completion of 40,000 linear feet of 8-inch water main via directional drilling, 20,000 linear feet of pre-chlorinated pipe bursting, and 40,000 linear feet of open-cut water main installation in Michigan within the past three years. Electronic proposals will be received through the Michigan Inter-Governmental Trade Network (MITN) Purchasing Group until 2:00 P.M. on Tuesday, September 16, 2025, with a mandatory pre-bid meeting scheduled for September 4, 2025, offering both in-person and virtual attendance options. Bid security of 5% of the total proposal is required, and liquidated damages are set at $1,000 per calendar day for missed completion deadlines.

The procurement documents do not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The project is anticipated to span from November 10, 2025, to September 11, 2026, with substantial completion expected by July 31, 2026. While specific budget ranges are not detailed in the provided documentation, the comprehensive nature of the infrastructure replacement suggests a significant municipal investment. Plans and specifications will be exclusively available online through Bidnet Direct starting August 26, 2025, with no hard copies available for purchase. Bidders are instructed to submit any questions in writing to Gus Kandah, Purchasing Manager, via email at gkandah@livonia.gov, with explicit instructions against making phone inquiries. The City of Livonia reserves the right to accept or reject any bids and to waive irregularities in the bidding process, providing flexibility in vendor selection and project implementation.
