The procurement focuses on roadway rehabilitation in the borough, specifically targeting portions of East Plainfield Avenue, Vine Street, and East Laurel Avenue. The project's primary objectives include pavement milling, installation of binder and wearing course, and maintenance of traffic and driveway access. The successful contractor must substantially complete the project within 30 calendar days of receiving the Notice to Proceed and must be prepared to provide detailed documentation as specified in the project manual.

The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must submit Performance and Payment Bonds for 100% of the Contract Price and a Maintenance Bond for 15% of the contract amount. Bids will remain valid for 120 days, potentially extending to 150 days under certain conditions such as pending governmental approvals or grant awards. While no incumbent vendors are listed, the project requires comprehensive roadway rehabilitation with specific technical requirements outlined in the attached project manual and plans. Though a precise budget range is not specified, the requirement for substantial bonding and the scope of work suggest a significant infrastructure investment. All contract documents are available at no cost through the PennBid platform (https://pennbid.bonfirehub.com), providing transparency and equal access to potential bidders.
