About this opportunity

San Antonio Water System is soliciting proposals for class 150/250 rubber-seated butterfly valves ranging from 4 inches through 54 inches in diameter, with proposals due September 29, 2026.

All valves must conform to ANSI/AWWA C504 or the latest revision thereof, with body construction exceeding ANSI/AWWA C504 minimum standards by 15 to 50 percent depending on valve diameter. All coatings in contact with potable water must be NSF 61 certified. Valve bodies must be constructed of cast iron conforming to ASTM A-26, Class B, or ductile iron ASTM A536, grade 65-45-12. Valve discs must provide 360-degree uninterrupted seating and be manufactured from cast iron or ductile iron to prevent flutter or vibration during throttled operation. Valves are intended for buried service in horizontal pipe alignment with horizontal valve shafts and vertical actuator shafts equipped with standard 2-inch AWWA operating nuts.

Testing requirements include performance tests, leakage tests, hydrostatic tests at 500 psig, and proof-of-design tests demonstrating actuator capability to withstand 450 foot-pounds of input torque without damage. All manufacturers must maintain ASME or ISO 9001 registered quality systems and submit test results in bound notebooks with affidavits of compliance.

The approved manufacturer list includes Mueller, Henry Pratt, DeZurik, Crispin, and Val-Matic. The San Antonio Water System reserves the right to limit purchases to specified manufacturers and models meeting these requirements and may remove manufacturers from the approved list if excessive non-compliance is determined through audits and product inspection reviews. Non-compliant valves must be replaced by the manufacturer at manufacturer's expense, with defective units returned freight collect and replacements sent freight prepaid.
