About this opportunity

The North Carolina Geodetic Survey, administratively located in the Department of Public Safety/Emergency Management/Hazard Mitigation Program Support, is soliciting Letters of Qualifications from private surveying firms for multiple Qualifications-Based Selection (QBS) contracts to perform airborne LIDAR services, with submissions due September 15, 2026 at 2:00 p.m. ET. Award will be made without regard to cost under North Carolina General Statute 143-64.31, based on demonstrated competence and qualifications alone.

The scope requires vendors to plan and execute airborne LIDAR projects conforming to USGS Quality-Level 1 (QL1) specifications under the most recent USGS Lidar Base Specifications (2022 rev. A) for the 3DEP USGS grant program. Vendors must provide vendor-owned equipment and staff. Joint ventures are prohibited; each Letter of Qualifications must designate a single prime firm that will contract directly with and report to HMPS and be solely responsible for subcontractor management.

The contract operates as an Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with an initial three-year term from final execution. The State will task services through Delivery Orders as needed and reserves the right to award contracts to multiple vendors. Vendors must begin work within forty-eight hours of notification. Project phases prioritized by funding availability include Coastal Plain, Piedmont, Piedmont and Northern Mountains, and Piedmont and Southern Mountains regions.

Evaluation is weighted: vendor experience and best-value service (80 points), supportive information including organizational charts and personnel resumes (15 points), and financial statements demonstrating financial stability (5 points). Firms scoring 90 or more points will be considered for the short list. Written questions are due September 2, 2026, with State responses by September 7. All responding vendors must be registered with North Carolina's eVP system and in good standing, and must comply with state E-Verify employment authorization and federal fair employment standards.

The North Carolina Geodetic Survey (NCGS), which is administratively located in the Department of Public Safety/North Carolina Emergency Management/ Hazard Mitigation Program Support, intends to award multiple Qualifications-Based Selection (QBS) contracts to qualified private surveying firms (henceforth referred to as the "Vendor"). The scope of this request for qualifications covers the use of vendor owned equipment and staff to plan and perform airborne Lidar projects The specifications for this project are the Quality-Level 1 (QL1) specifications currently defined in the most recent revision of the United States Geological Survey's (USGS) Lidar Base Specifications (Lidar Base Specification 2022 rev. A) for the 3D Elevation Program (3DEP) USGS grant program. The selection of vendors will be based on the (1) demonstrated competence, and without regard to cost in accordance with North Carolina General Statute 143-64.31 and (2) qualifications of the vendor for the professional services required. Thereafter, the State will negotiate a contract for the surveying services described herein with the best-qualified firm. If a contract cannot be negotiated with the best-qualified firm, negotiations with that firm shall be terminated and initiated with the next best-qualified firm. Through the IDIQ contract, HMPS and the newly selected firm will negotiate an overall general scope of surveying services to be provided in support of the State's program. Then, the State will task services through issuing Delivery Orders under the contract as needed to successfully complete the program. Joint Ventures will not be permitted under this contract. Each Letter of Qualification submitted must designate a firm that will be solely under contract with, and report directly to, HMPS. This firm will be considered the prime firm and, as such, will be responsible for subcontracting with and managing its project team member firms.
