About this opportunity

The Ohio Department of Transportation (ODOT) is soliciting bids on survey equipment, software, maintenance, and training for central office and district survey departments under a multiple-award contract structure, with bids due July 22, 2026. This is a competitive solicitation where ODOT will award to all responsive bidders meeting specifications — a material distinction from single-award competitive procurement.

The scope spans eighteen line items: surveying instruments including a Leica LS 10 Digital Level (0.3mm accuracy), MS60 Total Station with Captivate Software and dual screens (30,000 points per second scan rate), and Leica GS18 GPS unit with multi-constellation GNSS technology (555 channels); accessories including backsight kits, bar code level rods, optical and laser tribrachs, and tripods; RTK radio communication systems (406.18–470.00 MHz); twelve Trimble Business Center Network Licenses (Level 5 Site Modeling with scanning modules and two Level 7 Infrastructure Construction licenses with photogrammetry modules); and RPS Training & Support Plan covering six to ten corporate users with seasonal pass and technical support. Maintenance services must include equipment clean and calibrate with per-hour labor rates; customer care packages from Leica with one-year coverage; and Leica Captivate software licenses for area division, staking, volume calculation, traverse, and tunnel profiling functions. Equipment must represent the latest current version with manufacturer's latest engineering changes.

The contract has a twelve-month duration from award. Deliveries must occur to any of ODOT's twelve district offices (Lima, Bowling Green, Ashland, Akron, Jacksontown, Delaware, Sidney, Lebanon, Chillicothe, Marietta, New Philadelphia, Garfield Heights) or the Central Office in Columbus between 8:00 a.m. and 3:00 p.m., Monday through Friday. Pricing is firm for sixty days after bid opening; subsequent increases require written justification and ODOT approval, with no increase permitted within thirty days of a previous increase. Vendors must accept purchase orders throughout the contract term, bear all transportation costs and risk (F.O.B. Destination), and be registered with the Ohio Secretary of State. The contract is available to political subdivisions, state universities, colleges, the Ohio Turnpike and Infrastructure Commission, and other state agencies through ODOT's Cooperative Purchasing Program upon written authorization. Bidders must comply with E-Verify Workforce Integrity Act requirements and certify compliance with federal and state regulations.
