About this opportunity

The Virginia Department of Transportation (VDOT) is requesting bids on remote concrete sounding testing and evaluation services for nine VDOT districts statewide under IFB 161022, with bids due October 13, 2026 at 9:00 AM EDT. The Commonwealth establishes a goal of 42% of purchases from small businesses; all non-DSBSD-certified bidders must submit Small Business Subcontracting Plans identifying portions of work directed to certified small businesses, while bidders planning to complete all work themselves must be DSBSD-certified by the bid due date.

The scope includes concrete sounding on bridge elements to identify delamination locations without hands-on access, sounding of concrete girders, and high-resolution imaging as an optional add-on service. All field personnel must be trained by equipment manufacturers. The contractor must provide an American Society for Nondestructive Testing (ASNT) Level II certified inspector to oversee field work. Contractor-provided equipment, personnel, and materials must comply with Manual on Uniform Traffic Control Device Standards, Virginia Work Area Protection Manual, and OSHA/VOSH safety standards. Work must commence within 60 calendar days of receiving a work order and continue diligently to completion.

The contract period runs from award through one year, with four optional consecutive one-year renewal periods, allowing up to five years total duration. Renewal pricing cannot exceed the original contract price adjusted by Consumer Price Index (CPI-U) percentage change for the preceding twelve months. Mobilization and demobilization costs are paid once per work order per district; watercraft costs are payable on an 8-hour day or partial day basis. Payment is due within 30 days of invoice receipt and work verification. Bids must be submitted electronically through eVA; applicants must pay eVA transaction fees (1% capped at $500 for DSBSD-certified small businesses or $1,500 for non-certified businesses) per purchase order issued. Questions are due October 7, 2026 by 5:00 PM EDT to Cheryl Lewis (Cheryl.Lewis@vdot.virginia.gov). Virtual public bid opening is scheduled for 10:00 AM EDT on October 13.
