An MBE subcontracting goal of twelve percent of the total contract dollar amount applies.

The contract spans a three-year base period with two optional one-year renewal periods. Year 1 covers Chemistry, RAC, Facilities Management, Satellite Plant, Greenhouse, Erickson Hall, Westhill, Biology, TRC, and Stadium buildings; Year 2 addresses Hillside Apartments, ILSB, ITE, University Commons, Stadium, and Hillcrest; and Year 3 focuses on Performing Arts and Physics facilities. Preventative maintenance tasks include visual and mechanical inspections, turns ratio tests, insulation resistance tests, power factor tests, contact resistance tests, AC over potential tests, and secondary current tests on breakers, all performed in compliance with NETA, NFPA 70B, and NFPA 70E standards.

Bidders must demonstrate a minimum of five years' experience providing the required services, with technicians certified by NETA or NICET and holding a current State of Maryland Master Electrical License. Pricing must be submitted on a fully loaded basis with separate labor rates for regular weekday hours and overtime hours covering evenings, weekends, and holidays. The University does not guarantee a minimum or maximum dollar amount and reserves the right not to authorize any services.

Required insurance includes commercial general liability of $2,000,000 per occurrence, workers' compensation as required by Maryland law, and automobile liability of $1,000,000 if automotive equipment is used; all policies must name UMBC as additional insured with insurers rated A- or better by Best's. Questions are due October 15, 2026, at 2:00 p.m., with an optional site visit on October 8 at the Central Plant.
