The training includes approximately 35 hours of dual and 10 hours of supervised solo flight for the Private Pilot add-on, 20 hours of flight instruction for the Instrument Helicopter rating, 25 hours for the Commercial Pilot rating, and corresponding ground instruction (35, 30, and 30 hours respectively), plus one FAA practical examination per rating. Training must be completed within ninety calendar days from commencement, with extensions permitted for weather, maintenance, or circumstances beyond the contractor's control. The facility must be located within 100 miles of 7411 Airfield Drive, North Chesterfield, Virginia.
Bidders must submit separate line-item prices for each of the three training phases, with award based on grand total. The bid price must be all-inclusive; VSP covers only the pilot's travel, lodging, and meals. The contractor must demonstrate three years of documented experience providing helicopter flight instruction for FAA Private, Instrument, and Commercial Rotorcraft certificates; maintain FAA-certified flight instructors with appropriate current ratings; provide three reference accounts from similar governmental or public safety agency services; and comply with all FAA regulations and SFAR No. 73. Minimum insurance requirements include workers' compensation (statutory), employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and if applicable, automobile liability ($1,000,000 combined single limit), with the Commonwealth as additional insured.
