About this opportunity
The Virginia Department of State Police is requesting bids on on-site initial familiarization and recurrent proficiency training for up to eleven pilots operating the agency's Daher Kodiak 100 Series II multi-mission aircraft under IFB 156-27-022, with sealed bids due August 6, 2026 at 1:00 PM EST and a virtual bid opening at 2:00 PM EST that day. Virginia's statewide small business goal of 42 percent applies, and all bidders must submit a Small Business Subcontracting Plan.
The scope comprises aircraft-specific VFR familiarization and proficiency instruction conducted in accordance with FAA regulations and manufacturer specifications. Initial familiarization training shall include approximately six to ten hours each of ground and flight instruction per pilot; recurrent proficiency training shall include approximately four to six hours of ground instruction and focused flight sessions. Training dates, locations, pilot assignments, and aircraft logistics shall be mutually coordinated, with the anticipated primary location being Richmond Executive-Chesterfield County Airport in Chesterfield County.
Contractors must hold documented Kodiak 100-specific flight instruction experience, a minimum of three years' turbine aircraft training experience, FAA-certified instructors with current ratings, and demonstrated experience serving government or public safety aviation operators. General liability insurance of $1 million per occurrence, aircraft hull coverage sufficient to repair or replace damaged Kodiak components, and professional liability or errors and omissions coverage of $500,000 per occurrence are required. Bids must be submitted on a grand total basis covering two line items: initial familiarization for eleven pilots and recurrent proficiency for eleven pilots, with all pricing all-inclusive of labor, materials, travel, lodging, and all other delivery expenses. The contract runs from award through training conclusion, with VSP retaining the right to cancel upon sixty days' written notice. Electronic bid submission through eVA is required; transaction fees apply (one percent capped at $500 for certified small businesses or $1,500 for non-certified firms).
