About this opportunity
The Ohio Department of Transportation District 1 is requesting bids to establish multiple-award general maintenance contracts for labor, materials, equipment, and supervision across thirty-four locations in Allen, Auglaize, Hancock, Hardin, Mercer, Paulding, Putnam, Van Wert, and Wyandot counties, with proposals due October 6, 2026.
ODOT will award contracts to all qualified responsive bidders on an as-needed basis with no guaranteed work volume. Bidders must conduct site visits to all listed locations prior to submission. The contract term runs November 1, 2026, through October 31, 2028. Bidders may submit pricing for any or all counties within District 1.
The scope encompasses general maintenance, emergency repair, and improvements including dismantling building systems, painting (interior and exterior), window installation and repair, concrete and masonry work, roofing, electrical and plumbing services, welding, fencing installation, and related facility maintenance tasks. Vendors must perform a minimum of 50 percent of actual contracted work with their own organization and respond to emergency requests within two hours of notification; failure to meet the two-hour response requirement incurs double-time hourly rate penalties.
Bidders must submit labor rates by construction discipline (finish carpenters, journeyman and apprentice electricians, plumbers, painters, plasterers, masons, cement finishers, laborers, roofers, heavy equipment operators, iron workers, supervisors) and by county on an hourly basis incorporating profit and overhead. Materials supplied by the vendor are reimbursed at actual cost plus a vendor-specified markup not to exceed 15 percent. Equipment rates (hourly, daily, weekly) for vendor-owned equipment must include mobilization fees. Projects exceeding $75,000 are subject to prevailing wage requirements; vendors determine wage classification project-by-project.
Bidders must demonstrate a minimum of five years' experience in public improvement and emergency maintenance services and provide three professional references. Public liability insurance minimums are $300,000 per person and $1 million per occurrence. Vendors must obtain and maintain an OAKS Payor ID and register with the Ohio Secretary of State or provide exemption documentation. Proposals must be submitted electronically through OhioBuys.
