About this opportunity

The North Texas Tollway Authority (NTTA) is requesting qualifications for Traffic & Revenue Consulting Services under RFQ Solicitation 06591-NTT-00-CS-FI, with proposals due October 20, 2026 at 10:00 a.m. Central Time. A 25 percent small business subcontractor participation goal applies to this contract.

The NTTA serves Collin, Dallas, Denton, and Tarrant counties in Texas. The scope encompasses developing traffic and revenue projections to support annual budgets, debt issuance, and trust agreement requirements; performing duties as "traffic engineer" under NTTA System trust agreements; preparing evaluations and studies for toll rate determinations; developing periodic comprehensive projections; maintaining traffic modeling tools in coordination with the North Central Texas Council of Governments; conducting special studies and reports; providing monthly executive reporting; presenting findings to the NTTA Board and rating agencies; and monitoring system performance.

The contract term is four years. Responses must not exceed 35 pages and must address executive summary, firm and team qualifications and experience, key personnel qualifications, technical approach and project plan implementation, small business program participation, required forms, contract and insurance exceptions, and key personnel resumes across eight specified tabs.

Evaluation of written responses will be weighted as follows: firm qualifications (25 points), key team qualifications (25 points), technical approach and project plan implementation (40 points), and small business program (10 points). The NTTA reserves the right to conduct interviews with selected respondents, which would be scored on firm qualifications (25 points), key team qualifications (35 points), and technical approach and project plan implementation (40 points). Selection will be based on demonstrated competence and qualifications at a fair and reasonable price. The NTTA reserves the right to award to multiple respondents and enter into negotiations with the most highly qualified firm.

Questions are due October 9, 2026 at 5:00 p.m. Central Time via the NTTA Marketplace.
