About this opportunity
California Department of Transportation (Caltrans) District 06 is requesting bids for building construction work at the Lexington Street Maintenance Station in Delano, Kern County, with bids due November 10, 2026 at 2:00 p.m. A 5% Small Business Enterprise (SBE) participation goal applies; no Disadvantaged Veterans Business Enterprise (DVBE) contract goal is established, but DVBE participation is encouraged.
The scope encompasses general building work with 57 bid items including site preparation, landscaping, erosion control, asphalt and concrete work, electrical systems, and signage at 805 South Lexington Street. Contractors must hold a Class A license, Class B license, or a combination of Class C licenses constituting the majority of work. The project is based on the 2025 Standard Specifications and Standard Plans, with plans approved May 26, 2026.
The estimated contract value is $7.6 million. Work completion timelines are 250 working days for all work excluding plant establishment, 125 working days for plant establishment work, and 250 working days for all work including plant establishment. Bidders must submit security equal to at least 10% of their bid. Bids are submitted on a unit price basis electronically via the Bid Express website.
Prevailing wages apply per rates set by the California Department of Industrial Relations. The contract requires environmental compliance including lead and asbestos assessments, water pollution control, and management of unregulated earth material containing lead detected to 2 feet depth. Contractors must submit environmental product declarations for hot mix asphalt and concrete materials. Special provisions address safety representative requirements, dispute resolution, and prompt payment to subcontractors and suppliers. Small business and non-small business subcontractor preferences are available under Government Code Section 14835 et seq. Project funding depends on passage of the 2026–2027 Fiscal Year Budget Act.
