About this opportunity

Dougherty County School System is requesting proposals for an Orientation and Mobility Specialist to support its Exceptional Students Program, with proposals due June 17, 2026 at 1:30 p.m. and questions due June 2, 2026. The contractor must hold current certification from either the Academy for Certification of Vision Rehabilitation and Education Professionals (ACVREP) or the National Orientation and Mobility Certification Board (NOMC) — a decision-flipping eligibility requirement.

The specialist will provide orientation and mobility instruction to school-aged students with visual impairments, including training in assistive devices, environmental awareness, spatial orientation, and self-advocacy skills. Services are anticipated at two four-hour days per week during the school year, though actual schedules may vary based on student needs and IEP requirements. Performance occurs at multiple school locations throughout the district. The contractor must complete all required criminal background checks and possess experience working with school-aged students with visual impairments.

The contract term runs July 1, 2026 through June 30, 2027. The current hourly rate is $75 per hour, with pricing fixed throughout the contract term and no increases permitted. Vendors must submit a fully inclusive hourly rate covering all labor, travel, administrative expenses, and materials. The district does not provide office space, computers, laptops, or materials but reimburses mileage for travel between schools and provides district-provided rooms for service delivery. The incumbent vendor is Cane & Able of Tallahassee.

Evaluation criteria are organizational profile and certifications (10 points), demonstrated ability to meet scope and proposed methodology (45 points), relevant experience and qualifications of personnel (20 points), and proposed budget and pricing including value-added services (25 points). All proposals must include signed attestations regarding equal opportunity compliance, debarment status, non-collusion certification, and compliance with Georgia's Security and Immigration Compliance Act.
