About this opportunity
The Pennsylvania Department of General Services is soliciting bids on a hand-feed, lightweight pavement testing core drill mounted on a trailer with 28-inch hitch, with bids due September 14, 2026. The specification references Kor-IT Model K-160 as the baseline, with manufacturers permitted to propose larger or more robust components if engineering analysis determines such modifications are necessary for proper functionality and warranty integrity.
The drill must include a single-cylinder, air-cooled gasoline engine with minimum 6.0 horsepower, sliding gear transmission, hand-feed drill head with minimum 24-inch carriage travel, 12 VDC water pump, single axle with minimum 3,000-pound capacity, and 2-inch ball hitch adjustable from 22 to 28 inches. The trailer requires full fenders, spare tire and rim, two independent screw-type leveling jacks, LED lighting compliant with Commonwealth and Federal Motor Vehicle Standards, and safety yellow paint per PennDOT specifications. All deviations from the specification require written approval from the Chief of the Specification Section prior to delivery.
Delivery is required within 120 days of purchase order receipt to the Fleet Management Division at 17th Street and Arsenal Boulevard, Harrisburg, Pennsylvania 17120. The awarded vendor must coordinate a pre-build meeting with PennDOT's Specification Section prior to chassis construction. A one-year warranty begins from the date the equipment is placed into service at the designated county location, not from vendor delivery. The vendor must provide complete operation, parts, service, engine, transmission, and body manuals on thumb drives in PDF format, plus factory-trained technician support for mechanical and operator training.
All contractors must certify compliance with Pennsylvania labor and workforce safety laws through the Worker Protection and Investment Certification Form (BOP-2201), which subjects false certifications to contract termination and three-year bid ineligibility under 62 Pa. C.S. § 531. The procurement applies to Dauphin County and Harveys Lake Borough.
