About this opportunity

The Indian Health Service is soliciting applications for Tribal Self-Governance Negotiation Cooperative Agreements to support tribes and tribal organizations planning to assume responsibility for health care delivery through the Tribal Self-Governance Program; the opportunity was forecast as of August 6, 2026, with the most recent closed solicitation having a deadline of August 3, 2026.

Eligible applicants are Federally recognized tribal governments, non-Federally recognized tribal organizations, and other tribal organizations. The IHS intends to issue three awards under each program announcement. Cooperative Agreements are made directly by IHS based on an Objective Review process.

Negotiation Cooperative Agreements fund costs associated with tribes entering the Tribal Self-Governance Program for the first time or existing Self-Governance tribes planning to assume new or expanded programs, services, functions, and activities (PSFAs). Under Title V of the Indian Self-Determination and Education Assistance Act, participating tribes gain authority to manage and tailor health care delivery to their communities' specific needs, choosing among receiving health care services directly from IHS, contracting with IHS to administer individual programs under Title I Self-Determination Contracting, or compacting with IHS to assume control over programs under Title V Self-Governance Compacting.

Applicants must submit through Grants.gov by established deadlines; contact IHS headquarters or regional location for specific application deadlines. Review criteria address Introduction and Need for Assistance, Project Objectives and Work Plan, Program Evaluation, Organizational Capabilities and Key Personnel, and Categorical Budget with Budget Justification. Appeals of award decisions may be filed under 45 CFR Part 5 within 45 days of the IHS deadline. The program operates under CFDA 93.00E and 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards). Pre-application coordination is not required.
