About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) Fisheries is soliciting applications for the Bluefin Tuna Research Program under Assistance Listing 11.058, with applications due December 31, 2026. Federal agencies and foreign entities are ineligible; eligible applicants include institutions of higher education, nonprofits, commercial and for-profit organizations, individuals, and state, local, and federally recognized Indian Tribal governments.

Approximately $600,000 is available across an estimated five awards ranging from $25,000 to $300,000, with an expected average of $125,000. Awards will be funded as single-year grants up to 18 months or multiyear awards not exceeding four years, contingent on fund availability. All applicants must include a written partnership agreement with an NMFS employee designated as a partner in the research project, signed by the Southeast Fisheries Science Center Director or designee.

The program advances science-based fisheries management for Atlantic bluefin tuna, with emphasis on understanding fisheries dynamics, total abundance, biology, and mixing and movement between eastern and western Atlantic populations. Priority research areas include population genomics; DNA sampling of recreational fisheries; evaluation of spawning areas outside the Gulf of Mexico; large-scale electronic and genetic tagging experiments; novel fishery-independent abundance estimation techniques; and integration of satellite remote sensing with oceanographic modeling. Proposals demonstrating collaboration with the ICCAT Atlantic Bluefin Tuna Research Program and other ICCAT partners are strongly encouraged.

Applications are evaluated on importance and relevance to program goals (30 points), technical and scientific merit (25 points), overall qualifications of applicants (20 points), project costs (20 points), and data management plan technical soundness (5 points). Submissions must include project synopsis (1 page), project description (6 pages), data management plan (2 pages), budget and justification, resumes, standard federal forms, NOAA NEPA Questionnaire, and literature cited, submitted through www.grants.gov.

Synopsis

The objective of the program is to provide a basis for advancing science-based fisheries management for Atlantic bluefin tuna. Such advancement will depend upon improvements in understanding of the fisheries, total abundance, and biology of bluefin tuna, especially regarding the effects of mixing and movement between the eastern and western Atlantic populations. Contracting Parties to the International Commission for the Conservation of Atlantic Tunas (ICCAT), of which the US is one, and other partners have embarked upon a multi-year research program on bluefin tuna as a step toward improving ICCAT's science-based management of Bluefin fisheries. Research sponsored under this funding opportunity represents a contribution to this partnership. Proposals that demonstrate collaborations with the ICCAT Atlantic Bluefin Tuna Research Program and other ICCAT partners are strongly encouraged.

Eligibility

Eligible applicants may be institutions of higher education, nonprofits, commercial organizations, individuals, and state, local, and Indian Tribal governments. Federal agencies or institutions are not eligible. Foreign governments, organizations under the jurisdiction of foreign governments, and international organizations are excluded for purposes of this solicitation since the objective of the BTRP is to optimize research and development benefits from U.S. marine fishery resources.
