About this opportunity

The Rural Autonomous Vehicle Program Notice of Funding Opportunity from the Department of Transportation seeks applications from consortia led by accredited nonprofit institutions of higher education for cooperative agreement awards totaling $25 million over six years. Applicants must propose research applying automated vehicle technologies to address mobility and economic challenges in rural communities, with a minimum 50% cost share. Evaluation criteria include institutional experience, the research approach, and budget reasonableness. Letters of intent are due January 19, 2024 and full applications are March 13, 2024.

The program will provide two awards, with the first of up to $15 million focused on mobility of people in rural areas and the second of up to $10 million focused on freight movement. Successful applicants will conduct research, demonstrations, and deployments of automated vehicle solutions in rural and tribal locations to enhance safety, access, and economic development aligned with the Department of Transportation's strategic goals.

Update #6 · Latest ·

CORRECTED PAGE NUMBERS The NOFO states on page 8 that the consortium may include (along with two or more non-profit institutions of higher education) additional members such as "…State, local, Tribal, and territorial (SLTT) Departments of Transportation and Departments of Public Works, metropolitan and regional planning organizations, etc."…. However, there is contradictory language on page 9 of the previous version of the NOFO stating that any application "…submitted by or including in its consortium an entity other than a U.S. non-profit institution of higher education will not be eligible or considered for selection." We have amended the NOFO's language on page 9 to the following: "Any application submitted by the lead entity other than a U.S. non-profit institution of higher education will not be eligible or considered for selection." To clarify, an application can include entities other than a U.S. non-profit institution of higher education as members of the consortium, but the lead entity submitting the application must be a U.S. non-profit institution of higher education. -

The RAV program research shall focus on applications of automated vehicles technologies for rural communities that support transportation strategic goals and objectives documented in the U.S. DOT strategic plans and documents listed below. The RAV program research shall address, as applicable, the unique challenges rural and Tribal communities face related to mobility and economic development, including isolation, transportation cost burden, and traffic safety[1].
