About this opportunity

The Department of Justice Bureau of Prisons is continuing Cooperative Agreement 24PR11GLT9 under its Leadership Essentials for Sustainability program, with an application due date of July 15, 2026. This is a non-competitive continuation announcement, not a request for competitive applications.

Eligible applicants include states, general units of local government, public and private agencies, educational institutions, organizations, and individuals involved in the development, implementation, or operation of correctional programs and services. No cost share or matching requirement is specified.

The cooperative agreement funds the development and delivery of training initiatives, seminars, workshops, and curriculum resources designed to enhance the professional capabilities of correctional personnel, law enforcement officers, judges, probation and parole staff, and other criminal justice professionals. Training delivery encompasses blended learning models combining virtual instructor-led training with in-person instruction, e-learning modules, policy guides, and technical assistance resources. The program addresses emerging challenges in corrections including trauma-responsive practices, cognitive behavioral facilitation, leadership development, and victim-offender dialogue.

Recent awards under CFDA 16.601, Corrections Training and Staff Development, have ranged from $75,000 to $275,000 for 12-month project periods, with potential for multi-year extensions. Performance locations span federal, state, and local correctional facilities nationwide, utilizing both remote and in-person formats across various geographical areas.

Recipients are subject to full fiscal and program audits at project closeout and on-site inspections as needed throughout the agreement period. Cooperative agreement recipients must maintain complete records on receipt and disposition of federal funds for at least three years after submission of the final financial report.
